(Clinton County, KY July 30, 2018) On Saturday, July 28, 2018 at approximately 9:46pmET, Trooper Allen Shirley arrested 35 year old Phillip Campbell of Albany, KY following a routine traffic stop in the limits of Albany on US 127. Campbell was attempting to conceal something that led to a search of the vehicle. Trooper Shirley and Trooper Jason Warriner located marijuana, cash, digital scales and methamphetamine. Campbell was arrested and charged with Rear License Plate not Illuminated, Possession of marijuana, Possession of Drug Paraphernalia and Trafficking in a Controlled Substance, 1st degree, 1st offense (methamphetamine). Campbell was lodged in the Clinton County Jail.
