William Scottie Phelps, 42, of Dunnville, KY was arrested on Tuesday afternoon, August 22, 2023 by KSP for Speeding, Reckless Driving, Failure to Comply with Helmet Law, Wanton Endangerment 1st degree (Police Officer), Fleeing or Evading Police (Motor Vehicle), Failure to Non-Owner/Operator to Maintain Required Insurance, Operating on a Suspended or Revoked Operators License, and No Registration Plates.
Mr. Phelps was lodged in the Russell County Detention Center.
