42-year-old Jeremy Owens of Liberty, KY was arrested by KSP on Wednesday night in the Sano community near the Adair/Russell County line. Owens was charged with Possession of Methamphetamine and Failure to Comply with Sex Offender Registration (2nd or greater offense).
