Samuel Chance Phillips, age 28, of Kings Mountain, KY was arrested on Thursday, September 24, 2026 by KSP and charged with Official Misconduct 1st degree and Sodomy 1st degree. He was lodged in the Russell County Detention Center.
Reportedly, Mr. Phillips, an employee at the Casey County Detention Center, groped a female inmate and forced her to perform oral sex on him. The incident allegedly occurred on Friday, September 18, 2026 and is being investigated by KSP Trooper Ricky Cross.
