Local leaders across Russell County—Judge-Executive Randy Marcum, Jamestown Mayor Regena Hinton, and Russell Springs Mayor Eddie Thomas—have directed all flags at city and county facilities to be flown at half-staff to honor Kentucky State Police Trooper Hayden Phillips.
?Trooper Phillips, a former Russell County resident, tragically lost his life in the line of duty this past Monday in Warren County.
