Pulaski County Sheriff Bobby Jones announces new charges regarding another victim in the ongoing investigation into allegations of sexual offenses involving juveniles against Scott C. Hughes, 54, of Somerset.
Hughes, who has been lodged in Pulaski County Detention Center on a $75,000 bond since his October 1 arrest, was served with another arrest warrant for these new charges.
The October 1 arrest of Hughes followed an investigation conducted by Crimes Against Children Detective Jay Picard with the Pulaski County Sheriff’s Office Criminal Investigation Division. The initial investigation involved allegations of sexual offenses occurring in Pulaski County beginning in 2018. Hughes was charged with Sexual Abuse in the First Degree, Sodomy in the Second Degree, Sodomy in the Third Degree, and Incest of a Person Under 18 by a Person Three or More Years Older.
Following Hughes’ arrest, the Criminal Investigation Division continued to conduct interviews and gather additional evidence.
As previously announced on October 6, an additional adult victim came forward and reported alleged sexual abuse that occurred outside of Pulaski County when the individual was a minor. Those allegations were referred to the appropriate law-enforcement agency for investigation.
On October 7, investigators conducted an additional interview with an adult male who reported that he was allegedly sexually abused by Hughes beginning when he was approximately 10 years old. The individual reported that the alleged conduct continued for several years, including offenses in Pulaski County.
Based on the October 7 allegations, Hughes was charged on October 8 with Sodomy in the First Degree, Sodomy in the Second Degree – Position of Authority, Sexual Abuse in the First Degree, Human Trafficking – Commercial Sexual Activity – Victim Under 18, and Incest of a Person Under 18 by a Person Three or More Years Older.
