Gov. Beshear Provides Team Kentucky Update

FRANKFORT, Ky. (Oct. 31, 2024) – Today, Gov. Andy Beshear provided an update on economic development, federal grants, voting in the upcoming election, a new initiative to improve health and wellness in the commonwealth, an award received by the Cabinet for Health and Family Services, funding for new school buses, medical cannabis, and new benefits and program offerings within executive branch employment. The Governor named the Dodgers star pitcher Walker Buehler and 2024 All-Star catcher Will Smith as this week’s Team Kentucky All-Stars.

The Governor also encouraged Kentucky families planning to participate in trick-or-treating tonight to take precautions as inclement weather is expected through the evening, including thunderstorms.

Economic Development
Gov. Beshear highlighted the continued growth of the state’s site development efforts as projects in Caldwell, Floyd and Perry counties moved through today’s approval process. The Kentucky Economic Development Finance Authority approved three projects today for $10.2 million in state funding in addition to local support.

The Governor announced continued economic growth in Kentucky’s health care industry as HealthTrackRx, a provider of infectious disease laboratory services, plans to locate a new facility in Louisville, creating 230 quality full-time jobs with a $45.5 million investment.

The Governor highlighted continued growth in Kentucky’s vast manufacturing sector as Ridgenet Network Group LLC – a manufacturer of equipment for emergency vehicles and other components used in law enforcement, fire and EMS – plans to expand its Pulaski County presence with a $1.2 million expansion that will create 20 additional full-time jobs.

Gov. Beshear highlighted continued momentum of the state’s logistics sector as DHL Express announced the groundbreaking of the company’s new state-of-the-art aviation maintenance facility in Northern Kentucky, a $292 million investment creating 300 new, full-time jobs.

Since the beginning of his administration, Gov. Beshear has announced more than 1,000 private-sector new-location and expansion projects totaling over $33 billion in announced investments, creating nearly 56,000 jobs. This is the highest investment figure secured during the tenure of any governor in the commonwealth’s history.

Federal Grants
This week, Gov. Beshear joined U.S. Department of Agriculture Rural Utilities Service Administrator Andy Berke to announce that up to $1.4 billion in federal funds are going to increase Kentucky’s access to clean energy, education and health care as well as support economic growth in rural communities.

This is the third federal grant over $1 billion that Kentucky has been awarded under the Beshear-Coleman administration, including a nearly $1.1 billion grant to bring high-speed internet service to every Kentuckian, announced in June 2023, and a more than $1.6 billion grant to support the Brent Spence Bridge Corridor Project, announced in December 2022.

The Governor also recapped his announcement that the Capital City Airport is receiving a $1 million federal grant to construct a new terminal building in Frankfort. Frankfort Mayor Layne Wilkerson joined the press conference to express his excitement about the project.

Voting in the Upcoming Election
Gov. Beshear reminded Kentuckians that the general election will take place Tuesday, Nov. 5, from 6 a.m. to 6 p.m. local time. Voters who requested an absentee ballot are reminded that their ballots must be returned to their county clerk by 6 p.m. local time on Nov. 5. Dropbox locations can be found at govote.ky.gov.

The Governor also encouraged Kentuckians to take advantage of no-excuse early voting. From Thursday, Oct. 31, to Saturday, Nov. 2, Kentucky voters can vote early at local county clerks’ offices and other designated areas. Kentuckians can check with their local county clerk’s office or visit govote.ky.gov for places and times in their area.

“Voting is the bedrock principle of our society, and I’m proud of the bipartisan steps we’ve taken to protect every Kentuckian’s right to vote and make their voice heard,” said Gov. Beshear. “Use your voice and use your vote Kentucky.”

“We expect a mammoth turnout in this election,” said Secretary of State Michael Adams. “I urge Kentuckians to use the three days of early voting rather than exacerbate lines on Tuesday.”

The Governor said that Kentucky Emergency Management will activate the State Emergency Operations Center on Tuesday, Nov. 5, from 6 a.m. to 7 p.m. EST. This activation is not in anticipation of any foreseen issues in Kentucky. This is a step many states across the nation are taking in a shared commitment for a safe and secure election. Emergency Management Director, Eric Gibson spoke on how the state is preparing for a smooth election.

Our Healthy Kentucky Home
To build on the success of job growth and historic economic progress, Gov. Beshear and Kentucky Department for Public Health Commissioner Dr. Steven Stack announced the launch of “Our Healthy Kentucky Home,” an initiative aimed to engage and inspire Kentuckians on a personal journey of achievable health and wellness improvements.

The Governor congratulated Team Kentucky members at the Cabinet for Health and Family Services for receiving an award from the American Public Human Services Association for the success of the Kentucky Health Information Data Sharing project. This project created a new way to provide Kentucky child welfare workers with real-time access to health care records, streamlining communication and helping the state better serve children in foster care.

Funding for Cleaner School Buses
The Governor announced that five Kentucky school districts will receive a total of $340,950 to purchase new diesel and propane buses that will keep students healthier by reducing emissions. One of the awardees, Nelson County School District, will receive $125,000 toward the purchase of four new buses. Devin O’Bryan, director of transportation for the Nelson County School District, spoke on the importance of this funding:

Medical Cannabis
On Monday, Gov. Beshear joined the state’s first-ever medical cannabis license lottery. During the event, held at the Kentucky Lottery Corp. in Louisville, Team Kentucky selected 26 applicants for medical cannabis cultivation and processor licenses. Today, the Governor and Office of Medical Cannabis Executive Director Sam Flynn presented the first Tier I cultivator license to Farmtucky in Fayette County. Matthew Goeing, Owner/Operator of Goeing Blue/Farmtucky joined the press conference to accept the license.

The Governor announced today that Kentucky will be holding two lottery dates for dispensary licenses. The first will be held Monday, Nov. 25, at 2 p.m. at the Kentucky Lottery Corp. in Louisville. It will follow the same format as the lottery for cultivators and processors held on Oct. 28. The Office of Medical Cannabis, in conjunction with the Kentucky Lottery Corp., will draw and announce the selectees for 9 of the 11 dispensary licensing regions. Four selectees will be drawn for each region. The regions that will be pulled Nov. 25 are as follows:

First Day Health Insurance Coverage and Team Kentucky Internship Program
The Governor recapped his announcement of two initiatives to position Kentucky state government as the commonwealth’s employer of choice. First, starting Jan. 1, 2025, new state government employees will be offered health insurance coverage beginning on the first day of their employment. Second, the Kentucky Personnel Cabinet is now accepting applications for the inaugural Team Kentucky Internship Program, an exclusive opportunity for college students considering a career in public service.

Team Kentucky All-Stars
The Governor named the Los Angeles Dodgers star pitcher Walker Buehler and 2024 All-Star catcher Will Smith as this week’s Team Kentucky All-Stars. Last night, these two Kentuckians became World Series champions for the second time.

“Buehler played his high school ball at Henry Clay in Lexington, so we went to the same high school. Closure of Fishing Creek Bridge in Pulaski County Postponed Until Monday, Nov. 11th

SOMERSET, Ky. (Oct. 29, 2024)  The closure of Fishing Creek Bridge on KY 80 in Pulaski County originally scheduled for Nov. 6, has been postponed. The rescheduled closure date is Monday, Nov. 11.

Work began earlier this month on a $7.1 million project to replace the bridge deck on the Fishing Creek Bridge on KY 80 (milepoint 13.8) west of Somerset in Pulaski County. These routine repairs will increase the lifespan of the structure to serve future needs of the traveling public.

The rehabilitation project includes the bridge deck replacement, along with repairing the bridge beams and structure, and other work.

A full closure of the structure will allow crews to complete the project as quickly and safely as possible. The Kentucky Transportation Cabinet (KYTC) contract limits the closure to 75 days. The dates and duration of work may be adjusted if inclement weather or other unforeseen delays occur.

During the closure motorists may detour via KY 80 and the Louie B. Nunn Cumberland Expressway.

To lessen traffic impacts as much as possible, the KYTC contract includes incentive measures for the contractor to complete the work more quickly. Construction work will continue after the full closure. The overall project is expected to be complete in mid-April 2025.

The project was awarded to Kay & Kay Contracting LLC in the amount of $7,120,650.34.

KSP Warn Motorists To Be Vigilant During Peak Deer Movement

ELIZABETHTOWN, Ky. (Oct. 23, 2024) - Autumn Has arrived in Kentucky, bringing cooler temperatures and colorful foliage to the commonwealth. The Kentucky State Police (KSP) wants to remind motorists that fall is the peak season for deer-related crashes. Drivers need to be mindful of the increased dangers deer can create on Kentucky roads.

“It’s essential for drivers to stay vigilant during the fall season when driving on Kentucky roadways,” says Trooper Scotty Sharp. “Often deer roam in groups, so if a motorist sees one cross the road, they should immediately slow down in anticipation of additional deer.”

According to the National Highway Traffic Safety Administration (NHTSA), there are about 1 million car crashes with deer each year that kill 200 Americans, cause more than 10,000 personal injuries and result in $1 billion in vehicle damage. In 2023, there were 3,285 deer-related crashes in Kentucky resulting in 202 injuries and three fatalities.

The KSP provides these reminders for all Kentuckians:

  • Be Aware: Be on the lookout for deer crossing signs throughout the state.
  • Slow Down: Reduce your speed while traveling through an area prone to deer.
  • Never Veer From Deer: Sudden sharp turns could place a driver in the path of oncoming traffic or cause your vehicle to strike a fixed object, such as a tree or utility pole.
  • Herd Awareness: Deer travel in groups. Motorists who see a deer cross the road, should immediately anticipate that additional deer could enter the roadway.
  • Timing Is Everything: Deer are most active at dusk and dawn, when your vision is most compromised. Additionally, deer are on the move during mating season (between October and January).
  • Buckle Up: If a collision is unavoidable, hitting the deer is often safer than swerving. Wearing a seatbelt is your best defense during a crash and is also the law.

Visit KSP’s website for more information about the agency, including the latest vehicle collision data. Click here to see KSP post locations by county.

KY Transportation Dept. Issues Antle Alert

To promote safer highways, the Kentucky Transportation Cabinet (KYTC) is reminding motorists to watch out for deer and other wildlife on roadways this fall and winter as state transportation officials issue the annual Antler Alert. Nearly half of all deer collisions occur during the last three months of the year.

The Transportation Cabinet offers these driving tips to help improve safety:

  • Stay Aware: Be vigilant, especially in forested terrain, and during dusk and dawn when deer are most active
  • Be Prepared: Always wear a seat belt (it's the law) and eliminate distractions (phones down).
  • Headlights On: Keep them on bright unless other vehicles are approaching.
  • Foot off the Gas: Slow down immediately if you spot a deer crossing the roadway; they tend to travel in groups.
  • Don't Swerve: Trying to avoid a deer can result in a more serious crash with an oncoming vehicle or roadside object.
  • If There's a Crash: Keep both hands on the wheel and apply brakes steadily until stopped.

Kentuckians should drive defensively, constantly scanning the roadside, especially at sunrise and sunset when deer are most active. Motorists are asked to report all deer-vehicle collisions to police. KYTC traffic engineers use the crash data to aid in placing deer-crossing warning signs and other safety measures.

Social Security Announces 2.5 Percent Benefit Increase for 2025

Social Security benefits and Supplemental Security Income (SSI) payments for more than 72.5 million Americans will increase 2.5 percent in 2025, the Social Security Administration announced today. On average, Social Security retirement benefits will increase by about $50 per month starting in January.

Over the last decade the COLA increase has averaged about 2.6 percent. The COLA was 3.2 percent in 2024.

Nearly 68 million Social Security beneficiaries will see a 2.5 percent cost-of-living adjustment (COLA) beginning in January 2025. Increased payments to nearly 7.5 million people receiving SSI will begin on December 31, 2024. (Note: Some people receive both Social Security benefits and SSI).

“Social Security benefits and SSI payments will increase in 2025, helping tens of millions of people keep up with expenses even as inflation has started to cool,” said Martin O'Malley, Commissioner of Social Security.

Some other adjustments that take effect in January of each year are based on the increase in average wages. Based on that increase, the maximum amount of earnings subject to the Social Security tax (taxable maximum) is slated to increase to $176,100 from $168,600.

Social Security begins notifying people about their new benefit amount by mail starting in early December.

This year, for the first time, Social Security beneficiaries will receive a newly designed and improved COLA notice that makes it easier for customers to find the information they need most. The simplified COLA notice is now only one page, uses plain and personalized language, and provides exact dates and dollar amounts of a person's new benefit amount and any deductions.

Individuals who have a personal my Social Security account can view their COLA notice online, which is secure, easy, and faster than receiving a letter in the mail. People can set up text or email alerts when there is a new message--such as their COLA notice--waiting for them in my Social Security.

People will need to have a personal my Social Security account by Nov. 20 to see their COLA notice online. To get started, visit www.ssa.gov/myaccount.

Information about Medicare changes for 2025 will be available at www.medicare.gov. For Social Security beneficiaries enrolled in Medicare, the 2025 benefit amount will be available via my Social Security's Message Center starting in late November. Those who have not opted to receive messages online will receive their COLA notice by mail in December.

The Social Security Act provides for how the COLA is calculated. The Social Security Act ties the annual COLA to the increase in the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) as determined by the Department of Labor's Bureau of Labor Statistics.

Yearly 'Antler Alert' Reminds Kentuckians To Drive Safely and Watch for Deer

FRANKFORT, Ky. (Oct. 11, 2024) – To promote safer highways, the Kentucky Transportation Cabinet (KYTC) is reminding motorists to watch out for deer and other wildlife on roadways this fall and winter as state transportation officials issue the annual Antler Alert. Nearly half of all deer collisions occur during the last three months of the year.

“Crashes involving large animals tend to increase from October through December,” said KYTC State Highway Engineer James Ballinger. “Increased movement by deer and reduced visibility on roadways, especially between dawn and dusk, can create hazardous driving conditions. That’s why we take time out each year to remind motorists to wear their seatbelt, eliminate distractions, and take other precautions when animals are on the move.”

According to Joe McDermott, deer program coordinator with the Kentucky Department of Fish and Wildlife Resources (KDFWR), deer are roaming more right now because it is their mating season, or rut. Fall’s shorter days and cooler nights put deer on the move, as do crop harvesting activities.

“Motorists should be extra cautious in the early morning and late evening hours when deer are going to be most active as they search for food and for mates during the rut,” McDermott said. “Collisions with deer will be more likely through December as the rut will make bucks focus only on chasing does, oblivious to most everything else, including traffic.”

In Kentucky, 3,228 highway crashes where a vehicle struck a deer were reported in 2023, up nearly 150 over the previous year and the highest recorded in the last five years. There were three reported fatalities – one fewer than last year – and 30 serious injuries, which was an increase over last year.

Of the total crashes, 126 occurred in Hopkins County – more than in any other county. Also in the top 10 are Boone County (121 crashes), Hardin County (106), Henderson County (97), Christian County (96), Pulaski County (93), Warren County (87), Campbell County (84), Muhlenberg County (84) and Barren County (68).

State Farm Mutual Automobile Insurance Co. issues a yearly report of collisions involving deer and other wildlife based on insurance claims. For the year ending June 30, 2024, State Farm reported more than 1.8 million animal collision claims in the United States, of which 1.3 million involved deer.

On average, U.S. drivers have a 1 in 128 chance of a collision with an animal. Kentucky ranks above the national average at 1 chance in 98. Drivers in neighboring West Virginia face the highest risk – 1 in 40, according to State Farm. (View the report here.)

The Transportation Cabinet offers these driving tips to help improve safety:

  • Stay Aware: Be vigilant, especially in forested terrain, and during dusk and dawn when deer are most active.
  • Be Prepared: Always wear a seat belt (it’s the law) and eliminate distractions (phones down!).
  • Headlights On: Keep them on bright unless other vehicles are approaching.
  • Foot off the Gas: Slow down immediately if you spot a deer crossing the roadway; they tend to travel in groups.
  • Don’t Swerve: Trying to avoid a deer can result in a more serious crash with an oncoming vehicle or roadside object.
  • If There’s a Crash: Keep both hands on the wheel and apply brakes steadily until stopped.

In addition, KYTC is partnering this year with the KDFWR to study wildlife-vehicle collisions in Kentucky as one of 17 states to receive a federal grant aimed at making roadways safer for people and wildlife. The $1.2 million award will fund a wildlife-vehicle collision reduction plan and a pilot study in central Kentucky to identify links between wildlife crashes and environmental factors.

The Governor expressed his condolences to the family, friends and colleagues of the three crew members from Air Evac Lifeteam killed in a helicopter crash on Monday in Owen County. He also thanked the first responders who have aided in Hurricane Helene and Hurricane Milton and asked Kentuckians to keep Americans affected by these storms in their thoughts.

Economic Development
Last week, Gov. Beshear joined local leaders and executives from Henderson Distilling Co. to break ground on its more-than-$5 million project to establish Rhythm River Distillery in downtown Henderson, which will create at least 12 full-time jobs for Kentucky residents.

The Governor highlighted continued growth of Kentucky’s manufacturing sector as Piramal Pharma Solutions announced plans to expand its current Lexington operations, a nearly $80 million investment creating 45 new full-time jobs in the area.

The Governor announced continued momentum of the state’s distribution and logistics sector as Verst Group Logistics, an industry-leading, full-scale logistics provider in warehousing, fulfillment, packaging and transportation, announced plans to expand its Boone County operation with a $6.6 million investment, creating 17 new full-time, Kentucky jobs.

Gov. Beshear highlighted exciting momentum within the state’s food and beverage industry as Clark Beverage Group and Clark Distributing Co., an industry-leader in the distribution of both non-alcoholic and alcoholic beverages, will invest nearly $130 million to expand and establish a new corporate headquarters and distribution facility in Bowling Green, creating 20 new well-paying, Kentucky jobs.

The Governor announced that Infinity Design & Construction, a provider of 3D scanning, 3D design and construction services, will expand its presence in Kentucky with the addition of a second facility in Floyd County, creating 36 high-wage jobs with a $1.75 million investment.

On Tuesday, Gov. Beshear joined local and state officials alongside Grissan Renewable Energy leaders for the groundbreaking of the company’s first U.S. operation, a clean energy manufacturing facility in Marion County that will convert spent mash from distilleries into sustainable, renewable natural gas and fertilizer. The $62.7 million investment will create 20 new, full-time Kentucky jobs.

Transportation Alternatives Program Awards
Gov. Beshear awarded approximately $18.6 million to improve non-motorized transportation for pedestrians and riders. More than 80% of the funding went toward 12 new projects to improve or install sidewalks, two shared-use paths and one trail. Approximately $3 million was allocated for funding increases for 10 city projects.

Johnson County was awarded over $4.7 million for the for the KY 321 Shared Use Path. Johnson County Judge/Executive Mark McKenzie joined the Team Kentucky update to express his excitement for the project.

“Thank you, Gov. Beshear, for supporting us and showing what can happen in our communities,” said Judge McKenzie. “Our goal every day is to strive to improve the quality of life for our residents. And this project represents a tremendous step forward in our community’s infrastructure, connectivity and safety.”

A full list of the projects is available here. The Kentucky Transportation Cabinet administers the federally funded Transportation Alternatives Program. The program supports non-motorized forms of transportation to improve connectivity, accessibility, safety and equity in communities.

Veterans Program Trust Fund Grants
The Governor announced $145,000 in funding from the Veterans Program Trust Fund will go to four organizations supporting Kentucky veterans:

Aid For Farmers Affected by Drought
Last week, the U.S. Department of Agriculture designated 10 counties in Kentucky as primary natural disaster areas, as well as 19 contiguous counties, due to recent drought conditions. Click here for a full list of counties.

Farm operators in these counties are eligible to be considered for Farm Service Agency (FSA) emergency loan assistance, provided eligibility requirements are met. Farmers in eligible counties have until June 1, 2025, to apply for emergency loans. Eligible farmers should contact their local FSA offices for assistance. Click here to find your local FSA office.

In addition, 14 Kentucky counties are eligible to apply for 2024 Livestock Forage Disaster Program (LFP) benefits. Producers in the following counties are eligible: Anderson, Boyd, Boyle, Carter, Franklin, Greenup, Henry, Lawrence, Martin, Mercer, Owen, Shelby, Washington and Woodford.

LFP provides compensation to eligible livestock producers who suffered grazing losses for covered livestock due to drought on privately owned or cash leased land or fire on federally managed land. Farmers in eligible counties should contact their local FSA office for more information.

Team Kentucky All-Stars
Gov. Beshear recognized Kentucky State Parks rangers as this week’s Team Kentucky All-Stars. Rangers help the commonwealth maintain a safe and secure environment at Kentucky State Parks.

The Governor highlighted heroic actions by Kentucky State Parks Ranger Rickey Baker. Last month, after finishing his shift at Cumberland Falls State Resort Park, Ranger Baker found a vehicle on fire with the driver trapped inside. Thanks to the swift and selfless actions of Ranger Baker and Darrin Burton, who was also passing by, the driver was rescued from the burning vehicle.

“The heroic efforts of Ranger Baker and Mr. Burton saved this woman’s life,” said Gov. Beshear. “Their actions exemplify the true spirit of Team Kentucky, where we help each other in times of need. That’s why today’s Team Kentucky All-Stars are our State Parks rangers, who always answer the call to action.”

OCC National Collection Week is November 18-25, 2024

National Collection Week for Operation Christmas Child is Monday, November 18 through Monday November 25.

The mission of Operation Christmas Child is to provide our ministry partners around the world with shoebox gifts as a way to reach children in their communities. For many children, this is the first gift they will ever receive. More important than the items inside the shoebox, the gifts are an opportunity to share God's love and the Good News of Jesus Christ with children and families in need.

"I sincerely hope and pray that churches and organizations will give serious consideration to participating in this ministry opportunity," said Green River Church Relations team member Mark Fudge.

Last year the Green River Area Team which includes the counties Adair, Casey, Green, Hart, Metcalfe and Taylor Counties collected nearly 17,000 shoebox gifts. These boxes were given to girls and boys all around the world. The children that receive the shoebox gifts are between the ages of two and 14 years of age. Drop off times for drop off locations in each of the six counties will be announced in the next few days.

The Bible tells us in Matthew 28:19-20, Go ye therefore and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost: Teaching them to observe all things whatsoever I have commanded you: and lo, I am with you alway, even unto the end of the world. Together we can make this "Mission Possible".

A simple gift, packed with love, can communicate hope and transform the lives of children and families worldwide!

It’s very important that individuals, families, and churches that are ordering go boxes (Gospel Opportunity)get their orders in no later than October 28 to ensure that the boxes will be delivered in time for this year‘s harvest. The new OCC promotional materials are available and can be ordered at: samaritanspurse.org. For more information about this wonderful global outreach ministry call 270-634-2919.
